266.02-1 CITY AUTHORITY.
   The City shall have all rights, powers and authority customarily exercised by management except as expressly modified by specific language of this Personnel Policy. Such rights, powers and authority shall include, but not be limited to, the determination and implementation of functions and programs; the standards of services; the utilization of technology; the organizational structure; the direction of, supervision, evaluation or hiring of staff members; the maintenance and improvement of efficiency and effectiveness of the City's operations; the determination of the overall methods, processes, means or personnel by which the City's operations are to be conducted including the contracting out of work; the suspension, discipline, demotion, discharge of staff members for just cause, the layoff, transfer, assignment, scheduling, promotion or retention of staff members; the determination of the adequacy of the workforce; the determination of the overall mission of the City as a unit of government; the effective management of the workforce; the taking of actions to carry out the mission of the City as a governmental unit; and the making, modification and application of rules and regulations for safety, efficiency and discipline.
