To guard against the occurrence of fires and to familiarize himself with the layout and construction of buildings, the availability of the water supply and the location of fire hydrants, the Fire Chief or his designee is hereby vested with the authority to visit and inspect such premises, dwelling houses or commercial and factory buildings as he deems necessary. The Chief or his designee shall also be vested with the authority to investigate the causes of any fire. He shall report his proceedings to Council at such times as may be required.
