The Fire Chief, under the supervision of the Director of Public Service-Safety, shall have general supervision of the operation of the Fire Division and command of the personnel thereof, and shall be responsible for the performance of the functions of the Division and of its duties. The Chief may delegate such command authority or such part thereof as he deems proper from time to time to the Deputy Fire Chief or to an Assistant Fire Chief. However, any such delegation of authority by the Chief shall not in any event relieve the Chief from any of his responsibility for the proper functioning of the Division.
