The Department of Finance is hereby established and shall function under the supervision of one individual to be known as the Director of Finance. The Director shall have all of the powers and shall be charged with all of the duties of the Municipal Clerk and the Clerk of Council as set forth in the City Charter and these Codified Ordinances. The Director of Finance shall be under the supervision of the Administrator.
