232.02 ADMINISTRATIVE DUTIES.
   The Administrator, under the supervision of the Mayor, shall evaluate and determine Department and City needs, participate in long-range planning for the City, determine necessary staffing levels for the City, ensure the effective exchanges of information between departments and with the public, represent the City in labor relations and contract negotiations, participate in the hiring, evaluation, promotion and termination of employees, and such other duties as are assigned by the Mayor or Council from time to time.
