A motion to reconsider a vote shall be made by a member voting on the prevailing side, and such motion shall be made at the same meeting of Council. No motion to reconsider shall be made more than once on any matter or subject, and the same number of votes is required to reconsider an action of Council as is required to pass or adopt the same
