Proclamations, rules, and orders issued pursuant to Section 268.04 shall be effective upon issuance and shall remain in effect until withdrawn by the Mayor or repealed by formal action of Council. However, those proclamations, rules, and orders shall be terminated by the Mayor and those persons acting pursuant to Section 268.04 shall cease to exercise emergency powers at such time as the conditions giving rise to the emergency cease.
