268.02 PUBLIC EMERGENCY DEFINED.
      A public emergency may be declared when existing circumstances or a state of facts present an imminent and substantial danger of bodily harm to large numbers of people and/or widespread destruction of property within this City from major natural or manmade disasters, including but not limited to floods, fire, earthquakes, tornadoes, windstorms, blizzards, epidemics, hazardous substance or nuclear power plant accidents or incidents, explosions, insurrections, riots, looting, persistent violent civil disobedience, acts of terrorism, war, or the declaration of a Code Red under the Homeland Security Advisory System.
