268.01 PURPOSE AND DECLARATION OF POLICY.
       (a)    This chapter is enacted to set out and clarify the authority of the City and its officers and employees with regard to public emergency situations. It is intended to grant as broad a power as permitted by Charter, statutory, and constitutional authority.
 
      (b)    The designated Emergency Management Director shall be the City Administrator who shall be responsible for coordinating all components of the emergency management system in place by the City. The Mayor shall have the powers as set forth in this Chapter.
   (c)    In the absence of the Mayor, the powers of the Mayor set forth in this chapter shall be exercised by the City Administrator as the Emergency Management Director. In the absence of both the Mayor and the City Administrator, the powers of the Mayor set forth in the Chapter shall be exercised by the Chief of Police.
