The Department of Public Utilities shall consist of the Division of Public Utilities Operations, which shall consist of the Bureau of Water Distribution and Sewage/Storm Water Collection and the Wastewater Treatment Plant and which shall be under the supervision of the Commissioner of Public Utilities Operations.
(a) The Wastewater Treatment Plant shall be responsible for the treatment of wastewater and shall be under the supervision of the Wastewater Treatment Plant Manager, as assisted by such other positions as Council shall from time to time determine.
(b) The Bureau of Water Distribution and Sewage/Storm Water Collection shall be responsible for water distribution, collection of wastewater, and collection and management of storm water, and shall consist of such other positions as Council shall from time to time determine.
