The Department of Public Utilities is hereby established with the responsibility and oversight over the City’s storm water management, wastewater collection and treatment, and water distribution, as well as the City’s relationships with other public and private entities with respect to those issues. The Department of Public Utilities shall function under the supervision of one individual to be known as the Director of Public Utilities, who shall be under the supervision of the City Administrator.
