(a) The Planning Commission, which is created by the City Charter, shall annually elect one (1) of its members to serve as Chair. Provisions shall be made for the hiring of a Secretary for all meetings and public hearings. The Planning Commission shall designate the Planning and Zoning Administrator as receiving clerk for matters sought to be brought to its attention.
(b) Meetings of the Planning Commission shall normally be held at least monthly. There shall be a fixed place of meeting and all meetings shall be open to the public.
(c) The Planning Commission shall adopt its own rules and procedure, consistent with the provisions of the Charter and this Chapter, and a record shall be kept of its proceedings, showing the attendance of members, action of the Planning Commission and the vote of each member on each question considered. The presence of four (4) members is necessary to constitute a quorum. The Planning Commission shall act by resolution in which a simple majority must concur. The Planning Commission may adopt, from time to time, such regulations and rules, consistent with the provisions of this Chapter, as may be deemed necessary to carry into effect the provisions of this Zoning Code.
(d) The Charter specifically grants the Planning Commission control over the platting and subdivision of lands, with the power of recommendation relative to zoning matters. Prior to City Council consideration, zoning matters are referred to the Planning Commission for recommendation. Any City Council action overruling such recommendations requires a majority of the members of City Council. Any other vote shall confirm the recommendation of the Planning Commission. (Ord. 30-2006.
