(a) The Mayor is hereby authorized to appoint a temporary, part-time, special policeman for the limited purpose of supervising and regulating parking in Orleans Park during the period from March 1 to October 1 of each year. The special policeman shall be employed at an hourly rate to be determined by the Mayor, in keeping with comparable part-time wage and salary rates. The special policeman shall perform his or her duties under the direction of the Service-Safety Director. The special policeman shall be deputized by the Mayor with full police powers, which shall be limited to the park property.
(b) Fees for parking in Orleans Park during the period covered by this section shall be collected by the special policeman and remitted daily to the Municipal Clerk for deposit into the General Fund. Any resident of the City, upon proper proof of residency, will be admitted to the park at no charge. All others desiring to park in Orleans Park will be required to pay a parking fee. The special policeman shall keep proper and sufficient records of parking fees collected and remitted to the Municipal Clerk. The manner and form of such records shall be as prescribed by the Municipal Clerk.
(c) The Mayor is hereby authorized to make available suitable facilities to permit the orderly entrance to and exit from the parking area of Orleans Park. Such facilities shall be sufficient to permit the collection of parking fees as required.
