A capital expansion charge shall be made for each tap into the water system. The capital expansion charge is based on meter size and equates the charge as a single-family residence with a 5/8 inch meter, as determined by the American Water Works Association (A WW A) equivalent meter rates determination. According to A WW A standards, the 5/8 inch meter has an equivalent meter ratio of 1.00, with this ratio increasing according to meter size. The charges for taps inside and outside the City are based on this equivalent meter ratio.
