All measurements, tests and analyses of the characteristics of industrial wastes to which reference is made in this chapter shall be determined in accordance with the latest edition of "Standard Methods for the Examination of Water and Wastewater," published by the American Public Health Association, unless such standards conflict with regulations promulgated by the U.S. Environmental Protection Agency, in which case, the regulations promulgated by the Environmental Protection Agency shall govern. Sampling methods, location, times, duration and frequencies shall be determined on an individual basis subject to approval by the Director of Public Utilities. All costs incident to sampling and analyses shall be borne by the industry or subject customer. Such costs incurred by the City shall be billed annually to each industry or subject customer, based upon actual cost to the City, plus reasonable overhead. Such billing shall be billed with, and be considered a part of, the industrial wastes treatment sanitary sewage charge for the quarter billed.
