When required by the Director of Public Utilities, a commercially or industrially zoned zoning lot shall install one or more suitable structures, together with such necessary meters and other appurtenances, in the sanitary and storm sewer(s) to facilitate observation, sampling and measurement of wastes. Such structure(s), when required, shall be accessibly and safely located and shall be constructed in accordance with plans approved by the Director. The structure(s) shall be installed by the owner at its expense and shall be installed and maintained by the owner so as to be safe and accessible to the City or its authorized agents at all times.
