The billing and collection of industrial wastes treatment sanitary sewage charges and surcharges is hereby delegated to the Director of Public Utilities, to be assessed, levied and collected in conjunction with the administration of the charges for water service supplied by the City. The same shall be subject to and governed by the valid and applicable rules and regulations from time to time established by the Director with respect to the collection of water charges. Specifically, industrial wastes treatment sanitary sewage charges and surcharges may be treated and placed as a lien upon all subject real property within the City; delinquent payments may be certified to the Wood County Auditor for special assessment upon the tax duplicate; interest and penalties may be imposed for nonpayment; and water service may be forfeited and/or suspended during any period of delinquency in the payment of the industrial wastes treatment sanitary sewage charges and surcharges.
