As used in this chapter:
(a) "Biochemical oxygen demand (BOD)" means the quantity of oxygen utilized in the biochemical oxidation of organic matter under standard laboratory procedure in five days at twenty degrees Centigrade. (Ord. 51-74. Passed 7-23-74.)
(b) "Chemical oxygen demand" or "COD" means the quantity of oxygen utilized in the chemical oxidation of organic matter under standard laboratory procedures, expressed in milligrams per liter. (Ord. 20-82. Passed 3-16-82.)
(c) "City" means the City of Perrysburg, Ohio.
(d) "Combined sewer" means a sewer intended to receive both wastewater and storm or surface water.
(e) "Director" means the Director of Public Service-Safety of the City.
(f) "Industrial wastes" means the wastewater from industries.
(g) "Industry" means a manufacturing activity identified as a "Class D" industry, as defined in the office of Management and Budget's Standard Industrial Classification Manual, 1972, as amended and supplemented.
(h) "Intercepting sewer" means a sewer intended to receive flows from both combined sewers and sanitary sewers.
(i) "May" is permissive; "shall" is mandatory.
(j) "Owner" or "person" means any individual, firm, company, industry, association, society, corporation or group.
(k) "pH" means the reciprocal of the logarithm of the hydrogen-ion concentration. The concentration is the weight of hydrogen ions in grams per liter of solution.
(l) "Pollutant" means any noxious chemical or other refuse material or constituent that impairs the purity of water.
(m) "Pretreatment" means the treatment of wastewaters from sources before introduction into the wastewater treatment works.
(n) "Sanitary sewer" means a sewer that carries liquid and water-carried wastes from residences, commercial buildings, industries and institutions, together with minor quantities of ground, storm and surface waters that are not admitted intentionally.
(o) "Sewer" means a pipe or conduit that carries wastewater or drainage water.
(p) "Slug discharges" means wastes at a flow rate and/or pollutant discharge rate which is excessive over relatively short time periods so that there is a treatment process upset and subsequent loss of treatment efficiency.
(q) "Storm sewer" means a sewer for conveying water, groundwater, subsurface water or unpolluted water from any source.
(r) "Suspended solids" means total suspended matter that either floats on the surface of, or is in suspension in, water, wastewater or other liquids, and that is removable by laboratory filtering as prescribed in "Standard Methods for the Examination of Water and Wastewater" and referred to as nonfilterable residue.
(s) "Wastewater" or "wastes" means the spent water of a community. From the standpoint of source, it may be a combination of the liquid and water-carried wastes from residences, commercial buildings, industries and institutions, together with any groundwater, surface water and stormwater that may be present.
(t) "Wastewater treatment plant" means that portion of the wastewater treatment works of the City required to treat wastewater and dispose of the effluent.
(u) "Wastewater treatment works" or "works" means the structures, equipment and processes required to collect, carry away and treat wastewater and dispose of the effluent of the City. "Wastewater treatment works" includes sanitary sewers, combined sewers and intercepting sewers, but does not include storm sewers.
