1050.14 SANITARY SEWER INFRASTRUCTURE COST RECOVERY FEES.
   (a)   There is hereby established a sanitary sewer infrastructure cost recovery fee for those areas identified as requiring new sanitary sewer lines for such areas to receive sanitary sewer service by the Sanitary Sewer System Master Plan (“Plan”) that was adopted by Council pursuant to Ordinance No. 155-03 on October 7, 2003.
   (b)   The acreage charge and the flow charge as to each new sanitary sewer line identified in the Sanitary Sewer System Master Plan shall be as shown in the supplement to the Sanitary Sewer System Master Plan.
   (c)   The sanitary sewer infrastructure cost recovery fee shall be apportioned between the acreage charge component which shall be two-thirds of the total fee and a flow charge component which shall be one-third of the total fee.
   (d)   The supplement to the Plan shall separately identify each new sanitary sewer line that is needed for service according to the plan and shall state the estimated or actual cost of the sewer line and the calculations for determining the acreage and flow components of each such line. Periodically, but not less than once per year, in November the City Engineer shall make a recommendation to City Council as to whether such supplement should be modified to reflect changes in the cost of construction and in prevailing interest rate on one-year notes issued by the City.
