In addition to charges as provided in Section 1050.01 or 1050.02, charges equivalent to the current charges of the Northwestern Water and Sewer District are hereby established and levied on affected real property in areas where sewage flow has been diverted and no longer flows through facilities owned by the Northwestern Water and Sewer District. Such additional charges shall be collected from customers within an area for either the period of time revenue collected from such additional charges within the area equals the original costs of construction for improvements necessary to divert the flow from the area or twenty years from the date of the first collection of such charges from within that area, whichever is less. Such additional charges shall be adjusted from time to time to remain equivalent to the charges of the Northwestern Water and Sewer District.
