The billing and collection of sewer charges is hereby delegated to the Director of Public Utilities or his or her designee to be assessed, levied and collected in conjunction with the administration of the charges for water service supplied by the City. As to the sewer rental charges established and levied in Section 1050.01, the same shall be subject to and governed by the valid and applicable rules and regulations from time to time established by the Director with respect to the collection of water charges. Specifically, as to the charges imposed upon the real property mentioned in Section 1050.04(a)(1), such charges shall be a lien upon all such real property and delinquent payments shall be certified to the Wood County Auditor for special assessment upon the tax duplicate. As to the charges established and levied upon the affected real property mentioned in Section 1050.04(a)(1) and (2), the rules and regulations shall provide for the imposition of interest and penalties for nonpayment and forfeiture and/or suspension of water service during any period of delinquency in the payment of the sewer rental charges.
