Except as to the tap fee required of all applicants, any funds received pursuant to subsections (b)(2) and (b)(3) of Section 1046.04 are hereby appropriated to sewer improvement funds, as the same are established from time to time by the Municipal Clerk, to be used for construction of additional sewer facilities serving the districts benefiting the respective lots for which paid.
