Any note given in accordance with the provisions of Section 1046.07 shall be secured to the satisfaction of the fiscal officer of the City by a lien upon the subject property, if he deems such subject property of sufficient value, or by such other security as he may deem adequate. The lien shall be evidenced by the execution, acknowledgment and recording with the Wood County Recorder, of an instrument in such form as meets with the approval of the Solicitor.
