1046.06 DETERMINATION OF PAYMENT; APPEAL TO COUNCIL.
   Except as to the tap fees required of all applicants, the amount to be paid by such property owner as provided in subsection (c)(2) of Section 1046.04 shall be determined by a finding of the Director of Public Utilities or his or her designee, which finding shall be made within two weeks after the application for such tap or taps is made. The Director shall thereupon notify the property owner of his or her finding. If any such applicant believes such finding is not in accordance with the applicable requirements and formula, he or she may appeal from such finding to Council by filing written notice of his or her desire to do so with the Director of Public Utilities. Within five days of receiving such an appeal, the Director shall certify and transmit the submitted appeal to Council, together with the application for such permit, the Director’s findings, and all papers relating thereto. The determination by Council on such an appeal shall be final.
