1044.03 CONNECTIONS REQUIRED; EXCEPTIONS TO PERMIT, FEE AND COSTS.
   All persons within the City now discharging untreated sanitary sewage into the Maumee River or other open body of water or watercourse are required to construct and install sewage lines to, and to connect and tap into, the interceptor or trunk sewer line along the Maumee River and other open body of water or watercourse at the first practical and convenient date. The sewer line shall be constructed and installed in full compliance with the provisions of Chapter 1040 and at the cost of the property owner. All taps into the interceptor or trunk sewer line shall be made and installed by the City or its contractors, upon compliance by the property owners with the provisions of Chapter 1040 with respect to the obtaining of a permit for the same, and upon payment of the fifteen-dollar ($15.00) fee therein specified. The property owners shall reimburse the City for the actual cost of materials and labor involved in making and installing such taps, payable within thirty days after billing; provided, however, that all persons, their heirs and assigns, who have granted easements to the City for the purpose of construction, installation and maintenance of the interceptor or trunk sewer line adjacent to the Maumee River or other open body of water or watercourse, shall not be required to obtain the sewer tap permit, to pay the permit fee or to reimburse the City for the cost of making and installing such tap, but all other provisions hereof shall otherwise apply to such persons.
