No person shall park or place a truck or other vehicle in any existing driveway or runway so that the walk is obstructed, or so that the truck or other vehicle extends into the street beyond the curb. No permit for curb cuts shall be issued when it is determined by the Director of Public Service-Safety that insufficient space has been provided on private property to park or place an automobile, a truck, a tractor-trailer combination or a similar type vehicle.
