   (a)   No person who is an occupant of any single nonresidential, commercial or industrial real property, and no person who is the owner of any multiple residential, commercial or industrial real property, or of an unoccupied or unimproved property, abutting on a shared use path, shall fail to clear at least four feet of the width of such path of snow, ice, dirt or any other debris within thirty hours of its accumulation on such path exclusive of Sundays or Federally mandated holidays.
   (b)   If such area of the path is not cleared within the thirty hour period, the City may cause such snow, ice, dirt or other debris to be removed. Such charge is due and payable to the City by the owner or occupant upon presentation by the City of a bill for its services.
