1022.28 REMOVAL OF SNOW AND ICE FROM WALKS.
   (a)    No person who is an occupant of any single residential, multiple residential, commercial or industrial real estate and no person who is the owner of any multiple residential, commercial or industrial real property or of an unoccupied property, abutting on a public walk, shall fail to clear such walk of snow, ice, dirt or other debris within thirty hours of its accumulation on such walk, exclusive of Sundays, Federally mandated holidays. Snow, ice, dirt, or any other debris shall not be placed into the street, gutter or sidewalk.

   (b)    If such walk is not cleared within the thirty-hour period, the City may cause such snow, ice, dirt or other debris to be removed. Upon such action, the City may charge such occupant or owner an amount equal to its cost plus 100 percent. However, in no case shall the charge be less than twenty dollars ($20.00). Such charge is due and payable to the City by the owner or occupant upon presentation by the City of a bill for its services.
