Any decision of the Police Chief or Director of Public Service-Safety made pursuant to this chapter may be appealed to Council. The appeal shall be filed within ten days of the date of such decision by any person adversely affected thereby. An appeal shall be perfected by the appellant filing with the Director a written notice of his intention to appeal, together with a deposit of twenty-five dollars ($25.00), which sum shall be refunded to the appellant in case Council renders a decision in favor of the appellant; otherwise, the deposit shall be forfeited to the City. The decision of Council shall be rendered within fifteen days from hearing and shall be final.
