The Director of Public Service-Safety, upon being satisfied that there is a necessity therefor, and that the applicant is of good moral character, competency and integrity, and has complied with all the requirements of this chapter, including payment of the proper license fee, shall issue licenses for private investigators and private investigation agencies.
In the event that the Director declines to issue such license, the person adversely affected shall have the right of appeal. (Ord. 24-64. Passed 10-27-64.)
