828.04 RECORD OF ACQUISITIONS.
   (a)    Every person required to be licensed under this chapter shall keep a book in which shall be written in ink in the English language, at the time of purchase of any secondhand article, a description thereof and the price paid the seller therefor, together with a statement of the age and address of the person from whom such purchase was made, a personal description of such person and the date and hour of such purchase, which statement shall also be signed in the book by the seller. Such book shall at all times be open to the inspection of any member of the Police Division. Such book shall be substantially bound and of a size not less than six inches in length and breadth. In addition to such book, every person required to be so licensed shall at the time of such purchase fill out on such blank as may be directed by the Police Division, such information as may be called for by such blank form, and on the back of such blank form such seller shall write, in his or her own handwriting, his or her name, age and address. No entry in such book or on such card shall be erased, obliterated, altered or defaced.
   (b)    Prior to purchasing any secondhand article for the purpose of resale to the general public, the buyer shall demand to examine the seller's driver's license or identification card issued under Ohio R.C. 4507.50 to 4507.52 and one additional type of card typically used for identification purposes.
   (c)    The purchaser shall keep a written record of the number of the license or identification card and the type and number of the other identification card accepted, together with the date of purchase, the name and address of the seller and a description of the article purchased. The purchaser shall retain the written record for at least one year and shall make the record available for inspection by any law enforcement officer at all reasonable times. For the purposes of this subsection, the purchaser may utilize the written record he or she is required to keep, where applicable under subsection (a) hereof, and add to it the information required by this subsection.
