For the license required by Section 828.02, the applicant shall pay the following fees: for a secondhand dealer's license, excepting those secondhand dealers dealing solely in the sale of articles or items of property taken as trade-ins on new merchandise, seventy-five dollars ($75.00); for secondhand dealers dealing solely in the sale of secondhand articles or items of property taken as trade-ins on new merchandise sold by such persons, seventeen dollars ($17.00). The aforesaid amounts shall be the annual license fees or the renewal fees therefor.
