The applicant shall, upon request of any commercial television station located within the corporate limits of the City or any city in Lucas or Wood Counties wherein the applicant has a permit to provide community antenna television service (herein called the local television station), distribute without change or degradation the requested programs of such local television station. Any program which the applicant carries from any television station shall be carried in its entirety and without change. The applicant, upon request of any local television station, shall not simultaneously duplicate the programming of such local television station by the distribution of a signal of a nonlocal station. The applicant shall provide a local service channel for weather information, time, public service announcements and background music.
