For all fees so paid such person shall prepare in triplicate a receipt of the charges, one copy of which shall be given to the person paying the same, one copy of which shall be delivered to the Chief of Police and the other copy shall be retained by such person, as part of his permanent records. The receipt shall be issued and delivered within forty-eight hours after the fee is paid. The form of the receipt shall be approved by the Police Chief.
