(a) Any person who operates a watercraft towing any person riding or attempting to ride upon one or more water skis, surfboard or similar device, or engaging or attempting to engage in barefoot skiing, on the waters in this City, shall have present in such watercraft a person or persons other than the operator, ten years of age or older, who shall at all times observe the progress of the person being towed. The operator of the towing watercraft shall at all times observe the traffic pattern toward which such watercraft is approaching.

(b) Whoever violates this section is guilty of a minor misdemeanor. Punishment shall be as provided in Section 698.02. (ORC 1547.99(C))
