(a) No person, other than law enforcement personnel, governmental agencies or utility services or permittees duly authorized, shall use or operate, in the City, a loudspeaker or sound amplifying equipment, in a fixed or movable position or mounted upon a sound truck, for the purposes of giving instructions, directions, talks, addresses, lectures or transmitting music to any person in or upon any public street, alley, sidewalk, park, place or other public property.
(b) Whoever violates this section is guilty of a minor misdemeanor for a first offense and a misdemeanor of the fourth degree for any subsequent offense. Punishment shall be as provided in Section 698.02. (Ord. 77-83. Passed 9-20-83.)
