Whenever any construction work performed pursuant to said right of way permit interferes with any motor vehicle traffic on a street or highway which requires the traffic to slow down, stop, detour or pass in a single lane, then, in that case, it shall be the duty and responsibility of the said applicant and permit holder to employ such necessary personnel to direct and warn and control the traffic, in compliance with Ohio Department of Transportation Manual of Uniform Traffic Control Devices.
