(a) Residential Collection. The Village shall enter into an agreement with a contractor and/or other governmental agency for the exclusive license or privilege to remove recyclable material from all single-family residential units and two and three-unit multiple family residences, and no other person, firm or corporation or governmental entity shall, during the period of the license, be permitted to affect such removal.
(b) Recyclable materials shall be placed at the street curb or in the tree lawn area and collected on a regularly scheduled day of the week in accordance with the terms of the agreement between the Village and the contractor and/or governmental agency.
