(a) No person shall buy or accept, by deed, land contract or otherwise, any interest in any existing building or structure in any zoning district without obtaining from the seller, prior to such sale, proof that the provisions of Sections 1355.01 through 1355.07 have been satisfied.
(b) Any person who buys or accepts, by deed, land contract or otherwise, any interest in any existing building or structure in any zoning district without obtaining proof from the seller that the seller has complied with the provisions of Sections 1355.01 through 1355.07 shall be responsible for applying for a certificate of inspection within thirty days after the date of conveyance of the property and shall comply with ail requirements of this chapter
