No permit shall be issued under authority of the provisions of these Codified Ordinances or other ordinances, resolution, rule, regulation, code or guideline regarding, relating to, or applicable to zoning while any ordinance or other measure is pending before the Council or Planning Commission of the Village, under which ordinance or measure, if adopted, any work, use, construction, alteration, installation or repair covered by such permit would be prohibited. However, no permit shall be withheld for a total period of more than ninety (90) days after application therefore by reasons of the pendency of any one or more of such ordinances or measures.
