1117.01   PHYSICAL CONSIDERATIONS.
   (a)   Natural Land Use. Subdivision shall be planned to take advantage of the topography of the land, to economize in the construction of drainage facilities, to reduce the amount of grading, and to minimize destruction of trees and topsoil.
   (b)   Flood Hazard. If any portion of the land within the subdivision is subject to flooding (flood plains, sewer overflow elevations, etc.) or other hazards, due consideration shall be given to such problems in the design of the subdivision. Land subject to flooding, wetlands, and land otherwise uninhabitable shall not be platted for residential occupancy nor for such other uses that may increase danger to health, life, or property, or aggravate the flood hazard.
   (c)   Erosion Control. Whenever the topographic or surface features of a site are being altered, a plan suitable to the Village Planning Commission showing provisions for control of erosion and sedimentation during and after the development, construction, or other use of the site shall be prepared.
   Effective erosion and sediment controls shall be planned and applied according to the following principles.
      (1)   Temporary vegetation and/or mulching shall be used to protect critical areas exposed during development, use, etc.
      (2)   Sediment basins (debris basins, desilting basin, or silt traps) shall be installed and maintained to remove sediment from run-off waters from land undergoing development, use, etc.
      (3)   The permanent final vegetation and structures shall be installed as soon as practical in the development, use, restoration, rehabilitation, etc.
      (4)   The development, or use plan shall be fitted to the topography and soils so as to create the least erosion potential.
      (5)   Wherever feasible, natural vegetation should be retained and protected.
