§ 10.12  REPEAL OR MODIFICATION OF CODE SECTION.
   (A)   When a section of this code is repealed which repealed a former section or law adopted prior to the enactment of this code, the former section or law is not revived unless it so expressly provides. The repeal of any section shall not extinguish or release any penalty, forfeiture or liability incurred under the section, unless the repealing section so expressly provides. The section shall be treated as still remaining in force for the purposes of sustaining any proper action or prosecution for the enforcement of the penalty, forfeiture or liability.
   (B)   The repeal provided for in division (A) above shall not affect any of the following:
      (1)   Any offense or acts committed or done or any penalty or forfeiture incurred or any contract or right established or accruing before the effective date of this code;
      (2)   Any ordinance or resolution promising or guaranteeing the payment of money for the county, or authorizing the issuance of any bonds of the county or any evidence of the county’s indebtedness or any contract or obligations assumed by the county;
      (3)   Administrative ordinances or resolutions of the Board of Commissioners not in conflict or inconsistent with the provisions of the code;
      (4)   Any right or franchise granted by any ordinance of the county;
      (5)   Any ordinance dedicating, naming,  establishing, locating, relocating, opening, paving, widening or vacating any road in the county;
      (6)   Any ordinance appropriating,  transferring or authorizing the expenditure of funds of the county;
      (7)   Any ordinance levying or imposing taxes;
      (8)   Any ordinance zoning or rezoning specific property;
      (9)   Any ordinance establishing or prescribing grades in the county;
      (10)   Any ordinance providing for local improvements and assessing taxes therefor;
      (11)   Any ordinance extending or contracting the boundaries of the county;
      (12)   Any ordinance prescribing the number, classification or compensation of any county officers or employees, not inconsistent herewith; or
      (13)   Any ordinance declaring certain property to be a public nuisance and authorizing procedures for the demolition of the same.
