§ 39.45  SPECIAL EMERGENCY POWERS AND DUTIES OF CHIEF EXECUTIVE OFFICER; PLENIPOTENTIARY POWERS IN ABSENCE OF BOARD QUORUM.
   In the event that a quorum of the Board of Commissioners cannot be assembled for purposes of the meeting required under § 39.43, the Chief Executive Officer of the county shall be considered a plenipotentiary representative of the Board and shall have all powers and may take all actions of the full Board under § 39.46(A)(2) through § 39.46(A)(13) until the assemblage of a quorum is possible.
