§ 39.41  PRE-DISASTER RESPONSIBILITIES OF DEPARTMENT OF EMERGENCY MANAGEMENT.
   The Department of Emergency Management primary pre-disaster responsibility shall be the warning function as prescribed in the warning plan and emergency communications as prescribed in the communications plan for the entire county, including all cities and towns.
