(A) No petition or application for the county to incorporate a road running through a residential area into the county highway system shall be granted unless the road is in grade, sewers are in place, the road has a two-inch asphalt base, 20 feet wide and a one-inch surface coat, and the applicant can convey a 60-foot right-of-way.
(B) No petition or application for the county to incorporate a road running through a commercial area into the county highway system shall be granted unless the road is in grade, sewers are in place, the road has a five-inch asphalt base, 22 feet wide and a one-inch surface coat, and the applicant can convey a 60-foot right-of-way.
