The Board may from time to time implement rules and regulations pertaining to what constitutes unclean, overcrowded and inadequately ventilated confines of an animal; however, these rules and regulations may only be used to determine whether a permit should be issued or revoked and for no other purpose. Any restrictions, rules or regulations that may be adopted by the Board pursuant to this chapter must be reviewed and approved by the Commissioners.
