Five percent of all license and permit fees shall be placed in a separate fund to pay for the costs of medical care and stabilization of injured or sick animals under the care of the Board. If owners are located and found to be liable for the cost of such services for their animal(s), they shall be responsible for reimbursement of the cost of these services.
