It shall be unlawful for any person to dump or dispose of trash, rubbish or other refuse on the ground or in any area outside the large trash, rubbish and refuse containers provided by the Board, no matter how close to the container the trash, rubbish or other refuse is deposited. All trash, rubbish and other refuse must be placed in the containers. Failure to do so shall constitute a violation of this subchapter.
