Section 7.13    Collection of Utility Charges.
    The Council shall provide by ordinance or resolution for the collection of all public utility charges made by the City under Act 178 of the Public Acts of 1939, as amended. When any person or persons, or any firm or corporation, shall fail or refuse to pay to the City any sums due on utility bills, the utility service or services upon which such delinquency exists may be shut off or discontinued and suit may be instituted by the City for the collection of the same in any court of competent jurisdiction. The City shall have as security for the collection of such utility rates and charges for utility service furnished any person or persons, or any firm or corporation, a lien upon the real property for which such utility service is supplied, which lien shall become effective immediately upon the supply of such utility service, and may be enforced in accordance with the provisions of said Act No. 178 of the Public Acts of 1939, as amended.
