If the character of sewage from any manufacturing or industrial plant or any other building or premises is such as to impose an unreasonable additional burden upon the sewers of the sewerage system, then an additional charge may be made over and above the regular rates, or it may be required that such sewage be treated by the persons responsible therefor before being emptied into the sewer, or the right to empty such sewage may be denied if necessary for the protection of the sewer and sewage disposal facilities of the system or the public health or safety.
